How a committee paper becomes an early warning

    Committee papers are read overnight from each council's own site, one request at a time, and never during the working day.

    Only agenda items that talk about contracts or money go further, in any sector.

    Each one gets a short write-up in our own words: the value, the stage, the dates, and a link to the original paper.

    Mentions of the same contract join one timeline, through to its tender, its award and its next expiry.
